Journalismfund.eu was created in the autumn of 2008 as a European project of the Belgian Pascal Decroos Fund, an organisation founded in 1998 (the 4th of March 1998) to further quality and investigative journalism in Flanders and abroad. By 2013, after 15 years, it was time for the Pascal Decroos Fund to take the next step and go international. On 22 January 2013 the Pascal Decroos Fund officially took over the name of its European project and became Journalismfund.eu.

The Management Team
The management team consists of a managing director, an adjunct managing director, a finance manager, a communication manager and several project assistants.
- The managing director is responsible for running the organisation.
The Board of Directors is in charge of the organisation and represents it both in and outside of the legal context. It is qualified for all matters, except the ones the law explicitly reserves for the general assembly. The Board of Directors appoints and discharges the staff and determines their salary.
The Board of Directors can transfer its authority for certain tasks to one of the administrators, the Executive Board of even, if authorised by the general assembly, to another person, who is or is not a member of the organisation.
The Daily Board
The Executive Board is assigned to implement the lines set out by the Board of Directors, such as;
- all possible decisions regarding the day-to-day management of the Fund (e.g. recruitment of employees, start-up of projects, office rental contract, purchase of stationary…)
- external representation of the Fund (e.g. contact with government and companies, with journalists regarding the working grants…)
- press relations…
The General Assembly
The General Assembly consists of all the working members and is chaired by the chairman of the Board of Directors, or else the oldest of the members present.
The Advisory Board
The Managing Director can turn to a group of three daily advisors, who support him or her with the day-to-day decisions. The group will consist of the managing director, the adjunct managing director and two members of the Journalismfund.eu board.
The jury’s of the different grant programs are composed of persons in the field of investigative journalism, related academia or other relevant media personalities suggested on the long-list by the advisory board. The jury consists of four respected personalities – preferably representing different parts of Europe (investigativejournalism.eu) or different parts of the world (money-trail.org).
The jury is anonymous. One member leaves the jury every year and steps out publicly. Former jury members are a growing “backing group” with good insights to advise the advisory board and director. Jury members can not apply for research grants.
